Exportabgaben sind allgemeine oder spezielle Steuern auf Waren oder Dienstleistungen, die zu entrichten sind, wenn die Waren das Wirtschaftsgebiet verlassen bzw. wenn die Dienstleistungen für Gebietsfremde erbracht werden. Nicht zu den Exportabgaben gehören Gewinne von Exportmonopolen und Abgaben aufgrund multipler Wechselkurse.
