Sondersysteme sind Systeme, die eine bestimmte Bevölkerungsgruppe schützen sollen.

Das ESSOSS sieht vier eigene Untergruppen von Sondersystemen vor.

- Systeme für Beamte;
- Systeme für Selbständige;
- Sonstige Beschäftigungssysteme;
- Sonstige Systeme.

Diese Definition wird in Fassungen 1996, 2008 und 2011 des Handbuches benutzt
